ICT stands for Information and Communications Technology or Technologies
Technology has an undeniable impact on social processes. ICT is an enabler of change, an essential element of new developments, and a major contributor to globalization woven into the fabric of daily life. Its impact is extensive, affecting individuals, businesses, industry sectors, communities and goverments. It changes the way daily activities are accomplished and processes are executed and in doing so it also impacts social and economic development of countries and regions.
The spread of ICT promoted the development of information society, where economic success and social development became more dependent on the availability and accessibility of information and technology. Furthermore, ICT altered fundamental methodologies of doing activities and gave rise to e-services in communication, trade, employment, education, government, and health.

Current state of ICT in the Philippines and at least 3 member state of South East Asia.
Philippines
The relatively weak uptake of ICT services in the Philippines, aside from inadequate ICT infrastructure, can be attributed to the high cost associated with it. During the DepED’s National Research Conference held in Koronodal last April 16 to 18, we were tasked to give a plenary talk about “Cutting Edge Research Methods.” In this talk, we showed how collecting and analyzing data has changed dramatically because of information communications technology (ICT), which has spurred the era of Big Data.
We are drowning in a flood of data, with ICT changing our ways of doing things and learning. We could imagine having access to a huge database where we collect every detailed measure of every student's academic performance drilling down to every answer he/she makes to an exam question, and add to these are information on the students (from the socio-economic profile of his/her family, to his teachers, to whether or not he/she supplements classroom learning with Internet online learning).
Singapore
The Information and Communications Technology (ICT) industry is a key driver of the Singapore economy. It contributes to the economy by raising productivity and transforming business processes in sectors such as:
- education
- healthcare
- manufacturing
- tourism and hospitality
- finance.
The ICT industry in Singapore is regulated by the Infocomm Development Authority (IDA). IDA is the country's infocomm industry master-planner as well as the Singapore Government’s Chief Information Office (GCIO).
Thailand
Thailand adopts three approaches to obtain ICT statistics and related data. The first approach is to use existing administrative records. The second approach is through survey technique either by adding questions on ICT to existing statistical surveys/censuses or conducting new surveys/censuses on ICT. The final approach is to make use of data prepared by private organizations.
Vietnam
Vietnam’s ICT production sector, which includes three industries: hardware, software, and digital content, has experienced tremendous growth. The sector’s average growth rate over the period 2009-2012 was 60.4% for revenues, 34.4% for number of companies, and 16.5% for employment (Table 5.1). In 2014, hardware was the largest of these industries and it grew fastest in terms of revenues (70.7%) and employment (20.3%). Software and digital content were smaller, and rather similar to each other in size and growth. Over 2009-2012, software grew fastest in terms of the number of companies (60.4%), while digital content was the second performer in terms of growth in revenues (21.4%) and employment (15.4%)
VII. Conclusion and Recommendation
To "tech" or not to "tech" education is not the question. The real question is how to harvest the power of technology to meet the challenges of the 21st century and make education relevant, responsive, and effective for anyone, anywhere, anytime.
